non-interactive configure

Is it possible to configure the installation (prior to running make)
in a pre-defined, non-interactive way? Similar to "./configure
--prefix=/opt/blah --with-includes=/opt/blah/includes
--with-libs=/opt/blah/libs"?

The reason I am asking is that I am working on making a package script
for ncl (it will be used for our computer only).
