Hi Mary,
Yes, the problem seems hard to solve...
I create the ./usr/local directory and untarzipped the
ncl_ncarg-5.0.0.CYGWIN_i686.tar.gz file.
The "ncl -V" does anything.

Hi Miguel,

There appears to be something very fundamentally wrong here.

What kind of machine is this on, and which NCL binary file did you
download?

What does "ncl -V" report?
