$ tar -xvf

Result:

/home/Book/cygwin/home/Book@Enigmatics-Book/ncl_ncarg-6.1.0.CYGWIN_NT-6.1-WO
W64_i686.tar: Cannot open: No such file or directory
tar: Error is not recoverable: exiting now

You need to do " tar -xvf", and not just "tar".
