I don't really have enough information here.

Which NCL binary did you download? What version of gcc and gfortran do you have:

   which gfortran
   which gcc
   gcc --version
   gfortran --version

What does the following report:

  uname -a
  which ncl
  env | grep NCARG
  ncl -V
