Please see the suite of streamline examples that Sylvia Murphy created
at:

There are several types of plots, including streamlines over contours
over a map. If you just want streamlines over a contour plot (no
map), then you can still take a look at these examples, and in
addition you might want to look at the "contour-on-contour" examples
at:
http://www.cgd.ucar.edu/csm/support/CSM_Graphics/conOncon.shtml
In particular, the very first example shows how to overlay one contour
plot on top of another. Your code would be similar, except you would
create a streamline plot instead of a contour plot, and you then would
overlay that on your contour plot.
