NCL has grid-to-grid interpolation schemes that do what you require.

f2gsh is the one you need. If you load contributed.ncl at the
beginning of your NCL script you can use f2gsh_Wrap which
automatically copies attributes and variable. See the example under
"Additional User Contributed Software" on the above web page.
