    Nope! global data only.

    The functions uv2vr_cfd, uv2dv_cfd

        http://ngwww.ucar.edu/ngdoc/ng/ref/ncl/functions/vrdvcfd.html
        
    can be used to compute divergence and vorticity. To go from
    these quantities to vp and sf is not built-in to NCL.
