LSG model data to gridded netcdf

What is the best way to get global point data into ncl, (lat, lon,
value) into ncl and then convert to a grid, without interpolation? 1,
8 becoming 4 but staying 1, and 8 at those lat and lons..

This is to convert Hamburg
LSG Model gridded data to Netcdf.
