I don't recall where I got this information, but this is what I have
in my notes for my own installation:

The files are rangs(0).zip, ..., rangs(4).zip and
                 gshhs(0).zip, ..., gshhs(4).zip

   And are supposed to go in $NCARG_ROOT/lib/ncarg/database/rangs
   (or put them somewhere else and set NCARG_RANGS to that location)
