[1] yes. NCL can plot them. They are part of the skewT plots at
http://www.ncl.ucar.edu/Applications/skewt.shtml
eg: see example 2

[2] Do u have an example of the type of plot you
would like to create?

[3] Are the winds always at the same level? Random?
