help Cygwin

Dear all,

After I finished installation Windows/Cygwin/X, I tar the file ncl-4.2.0.a032.CYGWIN1.3_PC.tar to /usr/local and set bash like
    NCARG_ROOT=/usr/local
    export NCARG_ROOT
    PATH=/usr/local/bin:$PATH
    export PATH
 but when I try to run ncl it come out that the file cygX11-6.dll doesn't work.

After I resetup the Windows/Cygwin/X, nothing changed.
I don't know what's going on.
Can you help me?
