NCL: GRIB v2 capabilities

NCL'ers,

The NCL Team has been working on adding functionality to NCL to read
GRIB v2 data. To that end, we would like to solicit your input
regarding GRIB v2 data you might wish to have us test with.

Currently, we are testing internally with GRIB v2 data from the TIGGE
project (http://tigge.ecmwf.int/). Other sources of GRIB v2 data are
of interest; please contact us and let us know what data is important
to you.
