RIB file not recognized by ncl_convert2nc

I installed ncl on my Ubuntu Feisy AMD64 box successfully.
When I converted a grib file on shell like:
$ ncl_convert2nc fnl_070813_00_00 -e grb

An error says:
ncl_convert2nc: file 'fnl_070813_00_00' not readable, does not contain
recognized data, or doesn't exist, skipping.

Some more information:
The fnl file is interpretable by grib2ctl.pl and gribmap along with
GrADs, except gribscan. It echoes the following when using gribscan:
$ gribscan -i fnl_070813_00_00 -oa
PDS #1 3 7 100 1000 3 232 BMSFLG: 0 2007 08 13 00 00 1 0 0
10 10
(core dumped)

How to go through my data? Thanks for any suggestion.
