new email list for NCL/NCARG installation questions

Hi all,

Dave Allured and a number of other folks have suggested that since NCL
is now available as source code, we should set up a separate email
list for people to post their questions about anything related to
building, installing, porting, or setting up your environment to use
NCL or NCAR Graphics.

The new list will be "ncl-install_at_ucar.edu", and as with ncl-talk, you
must subscribe in order to post:

   http://mailman.ucar.edu/mailman/listinfo/ncl-install

>From here on out, please post these kind of questions to
ncl-install_at_ucar.edu.
