[1] colors is a variable not a string. Remove the "..."
             gsn_define_colormap (wks, colors )

[2]the function short2flt can be used to unpack data
    of type short. It makes the code much cleaner.

Replace
          U = a->u ;attributes are copied over to p_wat as well
          uwnd = (U*U_at_scale_factor) + U_at_add_offset
          copy_VarCoords(U, uwnd) ; copies Coordinate variable
with
         uwnd = short2flt( a->u )
etc
