could not set up my environment to run NCL

Hi,
I am a freshman for using cygwin and NCL. I had installed cygwin (installed in 'c:\cygwin') and NCL (installed in the directory '/usr/local') successfully. However, when I set up the environment to run NCL, I can not find the file '.bashrc' and '.cshrc' in my directory '/home/wangxin'. Is it that I did not install cygwin completely?
How to solve the problem?
