I think you must download a more current version of NCL.

gsn_csm_xy2 was released with version 4.2.0.a032 in Dec 2006
There has been 5 additional releases since then. The current version
is 5.0.0

Click on "Downoad" at: http://www.ncl.ucar.edu/
