I wonder if you have:

wrfout_d01_2003-07-1512,1600,1612,1700,1712,1800,1812,1900.

Do you download these time slices of wrfout into your directory with
wrfout_d01_2003-07-15_00:00:00.nc?

If not, you will get the error meesage for sure.
