how to make a boundary for area masking?

Hi,ncl-user

        I know that we can obtain the national map of one country by using the
masking method. But I come across a problem when I want to draw a map of
one basin: the basin's boudary is not in the NCL boundary data set.

    So I want to know how to make the boundary in NCL if I have know the
boundary data set in an Arc/Info format.
