What exactly do you have LD_LIBRARY_PATH set to?

If "libpgc.so" was in the directory /usr/local/lib, say, then you
would set:

   setenv LD_LIBRARY_PATH /usr/local/lib

Was this *.so built on the same machine that you are trying to load it
on? Perhaps the libpgc.so is at a different version, or could be
soft-linked to a bad file. You should do an "ls -l" on the file to see
if it is linked to a valid file.

Just FYI: the latest version of NCL has many of the WRF functions
built-in, so you may not need these *.so files. You can
see a full list of WRF functions (both analysis and graphical) at:
