new map boundaries coming in NCL

Hi all,

I'm very pleased to announce that in the next release of NCL (no
scheduled date yet), you will be able to load the new "Earth..4"
map database and get map outlines like the states of Brazil,
the provinces of China, and the states of India.

This capability is so new that we don't have documentation
at the NCL level yet.

Dave Kennison generated this new map database (which has many other
features as well), and Dave Brown exposed its functionality at the NCL
level.
