Hi Jin-Young,

You generally can reverse the Y-axis by setting trYReverse = True
http://www.ncl.ucar.edu/Document/Graphics/Resources/tr.shtml#trYReverse

(There are some instances where NCL will not let you set that resource
though..) If that doesn't fix the issue please let us know.
