Fix to GRIB2 reader for 64-bit Linux systems

Hi all,

If you downloaded a 64-bit Linux NCL binary, and were unable to read
GRIB2 files with this version, then please try downloading the file
again.

The GRIB2 library was not compiled correctly for these systems, which
I've hopefully fixed.

The affected files are:

   ncl_ncarg-5.1.0.Linux_i686_gcc412.tar.gz
   ncl_ncarg-5.1.0.Linux_ia64_gcc412.tar.gz
   ncl_ncarg-5.1.0.Linux_x86_64_gcc411.tar.gz
   ncl_ncarg-5.1.0.Linux_x86_64_gcc422.tar.gz

If you have one of these files and need a working GRIB2 reader,
I suggest downloading the binary again and reinstalling it.
