However, you can downlaod the files at (say):

http://lib.stat.cmu.edu/general/lmoments

Then insert the

C NCLFORTSTART
C NCLEND

delimiters in the subroutines you wish to call.
Use WRAPIT to create a shared object.
Finally, call the subroutines from an NCL script.
