What's the exact error message that you receive?

Does the following produce an error message:

ncl_convert2nc $NCARG_ROOT/lib/ncarg/data/grb/ced1.lf00.t00z.eta.grb

Finally, what does the following report:

     ncl -V
     which ncl
     which ncl_convert2nc
     ls -l `which ncl_convert2nc`
     printenv NCARG_ROOT
