in phase for pi/2?

Hello:

I have a question about the phase plot produced by "mjoclivar_11.ncl". The vector is produced by normalized component-1 phase spectrum and component-2 phase spectrum. If component-1 and -2 are in phase, the vector points to the North-east direction (suppose upward direction is north). Is this true? arctan =1 if phase spectra of component-1 and -2 are equal.

In the standard mjo-CLIVAR package, if component-1 and -2 are in phase, the vector points to the north direction (upward) because its vector is produced by normalized co-spectrum and quadrature spectrum.
