vertical extrapolation

I have some climate model data on pressure levels, and I want to get it at
fixed heights near the surface instead. (10 meters for winds, 2 meters for
humidity.)

The function wrf_interp_3d_z seems like the right tool, but it's giving me -999
everywhere. It looks like the problem is that 2 m is below the lowest pressure
level, so I need a function that can extrapolate down to the ground, instead of
just interpolating between pressure levels.

Does anyone know of a function that will do this, or another way to solve this
problem?
