New user-contributed functions

I wanted to let people know about some new functions that were
contributed by users, and will be included in V5.2.0.

They are pretty useful, so I thought I'd include them here so you
don't have to wait.

   - calendar_decode2 - Translates numeric time coordinates to
calendar times (contributed by Dave Allured)

   - time_axis_labels - Sets resources necessary to draw nice
tickmark labels using a format of date/time on an axis (contributed
by Arindam Chakraborty)

   - ut_string - Converts time values into nicely formatted strings
(contributed by Carl Schreck, based on Arindam's time_axis_labels code)
