NCL does not have a built-in function to perform the conversion.

=====

The NOAA THREDDS server

http://lwf.ncdc.noaa.gov/oa/rsad/netcdf-access/index.php?name=d2

Click "View Data".

This has all the ISCCP variables in netCDF. It is up-to-date.

I would suggest plotting a (say) areal average time series of the
variables you wish to use. Some ISCCP variables are quite inhomogeneous

Good luck.
