Something wrong about using CDO to tranform a binary file to a netCDF one.

Dear all,
    When I install the CDO (version:1.4.1) for the file tranformation, there seems something wrong.
My CTL file is :

dset d:\PV\temp\sf.bin
title the velocity potential On 17 levels
undef -9.99e+33
xdef 144 linear 0 2.5
ydef 71 linear -87.5 2.5
zdef 17 levels 1000 925 850 700 600 500 400 300 250 200 150 100 70 50 30 20 10
tdef 122 linear 01mar2100 1dy
vars 1
sf 17 99 stream Function
endvars

and then I run the next command:

cdo -f nc import_binary sf.ctl sf.nc

But the wrong as following occurs:

cdo import_binary: Open failed on sf.nc
Unsupported file type (library support not compiled in)

BTW, my system is Ubuntu 9.10.
