Sideways/Upright ... do you mean ... Landscape/Portrait ?

When creating panel plots, do not set the individual figures using

      res@gsnMaximize = True

delete or comment this out.

Then add:
       resP@gsnMaximize = True ; maximize the panel

You can let NCL choose the panel orientation the maximizes the figure or
force it to plot landscape or portrait.

      resP@gsnOrientation = "portrait"

or
      resP@gsnOrientation = "landscape"
