Help-Question of statistical downscaling

Hi,
  I would like to interpolate the data of GCM model (2 deg resolution) to
0.3 deg ( same grid as NARR data) with statistical downscaling method. Could
anyone please give me some advice that how I use NCL to do downsacling .
