As I noted befor, there is a 'minor' bug in rcm2rgrid.
You can use "linmsg" to fillin the randomly missing points.

The regular grid that you have specified (24-68N, 248-309E)
and the original grid on a polar stereographic projection
have some 'issues'. Offline, I will send you what I mean.
