I don't believe there is any way to control the number of high labels. I agree, I don't know what this 'Count' resource's purpose is.

Have you tried some of the other cnHighXXXX resources for controlling the labels? For example, you might want to look at cnHighLowLabelOverlapMode or cnHighLabelConstantSpacingF.
