support SVG output format

Dear NCL developers,

Do you have any plan to support SVG output format for NCL ?

I think SVG is one of good vector format, so hope you will have a plan to
support this format in next release. As I know CAIRO graphic library support
this format too.

If ncl can support SVG, I can directly put this output on the web, and users
can zoom in/out.

 Also hope next version of NCL can support user added fonts or multi-byte
character support features.
