bug in the computation of rh2 using wrf_user_getvar

Hello

We have found a bug in the computation of rh2 in wrf_user_getvar in the
file WRFUserARW.ncl.
T2 is used as input of the rh2 computation. T2 is the temperature at 2m
in Kelvin from WRF-ARW. In the code, we have found that the call of
wrf_tk to transform a potential temperature in temperature is done
althought it must'nt.
When you check the computation of rh using T (the potential temperature
this time), the call of wrf_tk is needed.
This bug is present in the ncl version 5.2.1 and 6.0.0.
