Also, are you 'double loading' ?

you should not have

load "$NCARG_ROOT/lib/ncarg/nclscripts/csm/diagnostics_cam.ncl"
load "./diagnostics_cam.ncl"

comment or eliminate
;load "$NCARG_ROOT/lib/ncarg/nclscripts/csm/diagnostics_cam.ncl"
