Yes, see example #2 here:

There are many high/low label resources. Take a look at the cn resource
page here:
http://www.ncl.ucar.edu/Document/Graphics/Resources/cn.shtml

and search for cnHigh (or cnLow) and you will a number of resources. One
of the more common ones that is typically needed is
cnHighLowLabelOverlapMode:
http://www.ncl.ucar.edu/Document/Graphics/Resources/cn.shtml#cnHighLowLabelOverlapMode

Just so you know: I searched for "high labels" in the search box in the
upper right corner of the NCL website to find the example I pointed you
to. The search engine is a great way to find things on the (rather
large) NCL website if you cannot find something right away..
