Hi Christelle,
I just ran wind_2.ncl and was able to change the length of the vectors
by modifying vcRefMagnitudeF.. Could you send ncl-talk an easy to follow
version of the script you used to produce the plot that you attached?

If desired, you can download the data file that wind_2.ncl uses
(uv300.nc) off of the website here:
http://www.ncl.ucar.edu/Applications/Data/
and run wind_2.ncl on your own.
