Hello,

Actually, the problem is not with NCL. Rather the year 2000
GRIB file has an Y2K encoding problem. There are 366 days on
the file but the year was encoded incorrectly.

NCAR's Data Support Section fixed the incorrect encoding. The
corrected file is at:

http://rda.ucar.edu/download/chifan/fixed.ua850_EAS-44_NCEPDOE_evaluation_r1i1p1_RSM_v3_day_20000101-20001231.grb

You should rename this file after it is downloaded.
