Help for set up my NCL environnement

Hi I want to set up my environment to run NCL,for this i open the file "c:\cygwin\home\xxx\.bashrc" with the editors "ecams" or "vim" to add the lines following: export NCARG_ROOT=/usr/local
                                      export PATH=/usr/local/bin:$PATH
 but i can't modify the file ".bashrc" Can i have the commands uses to edit and save this file?
