incomplete betafunction

Dear NCL users,
In the documentation of betainc, it is given that "second beta
distribution parameter; must be > 0.0. It must be the same dimensionality
as *x*". How I can determine the value of b. Can I give any values greater
than 0.0. In the examples it is given 0.5. Can I give 0.1 or 0.05 instead
of 0.5. What does it mean?
Any help would be appreciated.
