Ths question is way to ambiguous.

You could do 13-point smoothing via a simple unweighted running average.

As a researcher *you* must decide on what characteristics
you want the smoother to have. You could also use

   http://www.ncl.ucar.edu/Document/Functions/Built-in/filwgts_lanczos.shtml

or, maybe

   http://www.ncl.ucar.edu/Document/Functions/Built-in/filwgts_normal.shtml

You should know the response of the filter also.
