A grib "message" (record) or a file containing one or more
messages (records) can be read via 'addfile'

Then under "Data Analysis" click "Complex Coefficients (GRIB)"
This should handle spectral coefficients produced by
ECMWF and NCL's Spherepack. Coefficients produced by
other models may be packed/normalized differently.
EG: NCEP complex coefficients require slightly different
software.
