UTC to locat time conversion

Hello NCL-talk,

I created a subset of hourly NLDAS2 climate forcing for a region in Eastern
United States (EST time zone). The time steps start at 1989-12-31 23:00 and
end at 1999-12-31 22:00. The NLDAS documentation describes the time unit as
GMT hour day

   <Date> format is: <YYYYMMDD>.<HHHH> (4-digit year; 2-digit month;
2-digit day of month; 4-digit GMT hour of day)

So the local time would be 5 or 4 hours behind GMT time.

I defined the time dimension as YYYYMMDDHH (GMT time). I want to reassign
the time dimension to local time and compute the daily values based on
this.

I would like to know how to convert the GMT time
(yyyymmddhh_time(1990,1999,1,"integer") to local time (EST).
