Hi,

Thanks everyone.

FYI, as suggested, I (actually, our GIS coordinator here was kind enough
to do it for me) was able to combine state shape files into regional
shape files using ArcGIS.

I also tried out Maria's ncl function which worked nicely in creating
mask files for the different regions using the state shapefile.
