NCL does not 'support' WSR-88D NEXRAD .gz files

ie: It is not opened and variables accessed via addfile(s).

Really, without a *detailed* description of the
WSR-88D NEXRAD .gz file format, it is impossible to
determine if they could readily be accessed via
NCL's binary read functions.
