I don't think you have extra spaces at the end of your labels, I just
think you need to shift your labels to the right a bit.

I would add a space before each label to make things more readable:
opcoes@xyExplicitLegendLabels =(/" Merge"," Model"," GFS"/) ;," GD-KF","
GD-Kuo"," GD-Omg"," GD-Zhg"," GD-Ens"/)
and then I would try adding a bit to this resource:
opcoes@pmLegendParallelPosF = .90 ; move units right

If that does not help, please respond to ncl-talk and let everyone know.
