Working Between Cartesian and r/theta Space

I've been looking for a way to modify some data I have, and think I may
have found what could help me do so, but am not sure if it would be doable.
I have data in cartesian (x,y) space that I'd like to convert into r,theta
space so that I can rotate it around the center point by a certain angle
(theta), then bring it back to cartesian space so that it can be plotted.
The radar_1.ncl script at
http://www.ncl.ucar.edu/Applications/radar.shtmllooks like it might
allow me to do this after some modification (since it
would accomplish the final step of getting things back to cartesian space,
but I'm not sure of how to modify it to accomplish the first two steps of
converting into r/theta space and accomplishing the rotation of data). I've
tried a few things, but thus far haven't had any luck. If anyone has done
something similar, I'd love to hear your suggestions. Thanks.
