Function call for a different sort of phase diagram

Hello,
         I have I believe an API related question. The question
relates to the function call mjo_phase_background. I know of it's
usage and have the code to do it. What I however need is a phase
diagram that I want to make for my own purposes. In that phase diagram
I would like to name my phases as I wish and the number of phases. For
example I like to have Northern India, Southern India , Eastern India
and Western India as phase 1 , 2 , 3 and 4. Eventually the number of
phases could increase to 8 and the names of phases would change as
well. How do I go about doing this ? Ideally I would like to
parameterize the code in such a way that the number of phases as well
as the names of phases could be read from an external file.
Would I have to come up with my own function call to do this i.e.
extend from a set of API calls or is there a generic phase diagram
that I can use for my purpose ?
